On https://www.drupal.org/download → there isn't any explanation on why the archive is for Drupal 9.
On https://www.drupal.org/drupal-7.0 → , there are other links that take to pages that aren't for Drupal 7, for example the link to the requirements page, which takes to the page for the Drupal 8 and Drupal 9 requirements.
