I am doing a migration from 7.x-1.15 to 8.x-20 Much of this has already worked, but I am now getting an error which says that the commerce_flat_rate_service table is not available in my D7 database. This is a correct observation; we never implemented shipping in our 1.x version because we do not ship anything. [All of our sales are hand-delivered].
Migrate a 1.x site without shipping to a 2.x site.
Not sure. Provide some kind of configuration capability that disables the need for the commerce_flat_rate_service table? Go back and install commerce_flat_rate_service in my D7 site so I have this table??

It's likely this issue predates Contrib.social: some issue and comment data are missing.
We should add the source module for the source plugin so that the requirement fail for the migration if the shipping module is not installed.
