Drupal 9 - Composer.json shouldn't have drupal version

I'm using upgrade status module to check all modules in my current setup before upgrading to D9 and there are 2 warning in current 9.x version:

I want to help with the D9 readiness but I need more background on theme_front_page_admin_arrange_form. Where is this used? Can you help me giving some overview and I can work on the twig template if needed.

However, it's not 100% required for D9 readiness since I have fixed the composer.json warning and this marked module as green on the Upgrade status screen.
