Due to #2852207 we thankfully have "Billing same as shipping" now. Unfortunately, this is never what our customers need in a shop. They always want "Shipping same as billing" and let the customer enter their billing address first. You can easily drag & drop the shipping and billing steps in the checkout flow so that the billing step comes first. But then the UI is buggy/confusing of course, because usually you expect to do sth. (fill in a billing address) and then click the checkbox [x] Yes, use the same address I just entered.

Is this issue has a solution? we had this module to get the functionality to work https://www.drupal.org/project/commerce_shipping_same_as_billing → , but the ajax call which is used to display the available shipping methods based on provided address doesnt gets triggered.
