New media fields with existing storage do not use the media library by default

When defining field_media_album_cover as a cover media (image) for a Group (v 1.0) of type "Closed Group", the media field looks fine when I go to create a new Closed Group.

However, when reusing that field definition for an "Open Group", the media field displays differently and doesn't allow for adding new media.

I recreated this problem when creating a different media field in Open Group and then reusing it in Closed Group.

Why doesn't the field behave the same when being reused in subsequent group types as it does in the group type where it was first created? How to fix this?

Steps to reproduce

Install Media Library
Create a media field on any content type
On another content type, add a new instance of that media field
Visit "Manage form display" and behold, to your dismay, that it's using the autocomplete widget, not the media library
