Add a dedicated permission for accessing redis report

Patch from #2 fixed the issue in Drupal Version 9.5.10 and redis 1.7.0.
Can this be merged into the next stable release?

6 months later still no new version.
I've noticed a few other issues reviewed and tested by the community.

Pushed changes to an MR with an upgrade path to retain BC for existing sites.

Merged.
