Message that appears after running update.php is confusing

Problem/Motivation

After running update.php, the user is presented with the following message:

Updates were attempted. If you see no failures below, you may proceed happily back to your site. Otherwise, you may need to update your database manually. All errors have been logged.

This can potentially give the impression that an update was attempted but was not completed, and errors are present when this isn't necessarily the case.

Remaining tasks

- Update language
- \Drupal\Tests\system\Functional\UpdateSystem\UpdateScriptTest will need to be updated to look for different strings.
