Changed field-order on add-menu-link admin page

The field- order has changed from D7 to D8.
"Menu link title" (aka "Link text") used to be the 1st field, now it is 5th. Why?
The new order looks unintuitive to me, is it a bug?
Or what's the reasoning on the D8 field-ordering?

Without knowing the possible reason for the re-ordering, i would suggest to go back to the D7 ordering.

In this mock i also renamed the text-field. But that's another issue:
