[policy, no patch] Decide on a mechanism to properly deprecate Twig template variables

Problem/Motivation

Sometimes we need to change variables passed to various Twig templates. E.g.:

#3119279: views-view-table.html.twig template directly uses details without render array and polyfills →
#2887171: Add change record to @deprecated template variable head_title_array for theme.inc →
...

We don't currently have a clean mechanism to mark Twig template variables as deprecated, but we could use one.
