Add comments about alphabetical sorting in UpdateRegistry and test

Problem/Motivation

This comes from a suggestion in #3115223: Remove Stable as a base theme of core themes →
\Drupal\Core\Update\UpdateRegistry::getAvailableUpdateFunctions() returns post_updates to be run as an alphabetically sorted array. There is functionality that relies on this sorting and it is not documented in that the returned list is alphabetical.

Proposed resolution

Update the return statement documentation for \Drupal\Core\Update\UpdateRegistry::getAvailableUpdateFunctions().
Add comments to the tests as well.
