Should "No free threads available for launching jobs" be logged as a warning or as an informational message?

We are using Ultimate Cron on a number of projects, and consistently see warnings in the log files with the following message: No free threads available for launching jobs.

We're currently on a larger practice objective to make our log files more informative and reduce the level of noise.

My questions are as follows:

* Is this logged at the appropriate level, i.e. indicates that something did not function properly with the site, or
* Should this in fact be logged as a "warning" because it denotes some sort of malfunction (logs message using Logger::warning()), or is this message better handled as an informative message (with Logger::info()) instead?
