Add dump and scoop features

It would be way cool if this module could dump to a subdirectory(as planned), however, have the ability to fire that export configuration to a config set(of which there can be many), that runs as a cron task so I can have a daily export without interaction. It would be cool if I could set a directory or file to watch, so that if a new dump appeared, that content could be imported or updated without intervention.
