Content admins need at least two clicks from the content listing to edit layouts. This interrupts user flow, especially for workflows where the layout is the primary means of page-building.
We need to add a Layout Builder contextual link to the node.module content listing to make it easier to for content admins to edit layouts without needing to edit or view a node first.

I use that module everywhere. +1 for adding to core so everyone gets it out of the box.
