I am having trouble granting permissions to a non-admin user to use VBO to publish or unpublish content.
I've enabled the Actions Permissions module and granted permission for Execute the Publish content item action on Content.
When I try to test this, I get an error No access to execute Publish content on the Node Title.
The same holds true for unpublish content.
As a troubleshooting step, I've also granted all of the Publish and Unpublish permissions just to make sure that wasn't the case.
The key thing I see here is the difference between Publish content item in the permissions and the Publish content action, which is the actual Core action name.
Am I missing something obvious, or is the module now generating the wrong action names? If it's the latter, could the change to content publish actions → somehow be a factor?

It's likely this issue predates Contrib.social: some issue and comment data are missing.

Haven't checked actions_permissions since quite some time, it has no test coverage and it's not used in any of my current projects so it may be something there got broken after some recent VBO update.
Contributions welcome, I can review when there's a MR ready.
