Deprecate hard-coded Drupal 8 dates from update logic for the status report once this information is provided by the infrastructure

Problem/Motivation

This is a follow-up to #2991207: Drupal core should inform the user of the security coverage for the site's installed minor version including final 8.x LTS releases β†’ . In that issue, we added hard-coded dates related to the 8.8.x and 8.9.x branches. We do not need that bit of code in the 9.0.x branch.

Proposed resolution

Remove the code that adds specific checks for versions 8.8 and 8.9 of Drupal, along with any tests that rely on this code.

None. The code we are removing will have no effect on Drupal 9.
