The current documentation for pager_default_initialize() reads:
* @deprecated in drupal:8.8.0 and is removed from drupal:9.0.0. Use
* \Drupal\Core\Pager\PagerManagerInterface->defaultInitialize() instead.
However, that method does not exist.
We should either a) create the method or b) update the documentation.
