That latest version of the TOC.js library is version 2.1.0 compared to the 0.3.2 version the module is compatible with. The updates include a dropping of the jQuery dependency and other fixes. It would be nice if the module was updated to use the latest version of the library.
Has this been investigated to determine the LOE needed?

The toc.js library has not been updated for years so we decided to rewrite it almost completely and bundle it with the 3.0.x-dev version of the module.
