Drupal Admin toolbar and Menu bas get collapses in small screen

in the small screen, the drupal admin toolbar hides behind the menu bar which blocks the drupal interface.

I have tested the patch provided by @akshaya.kumar, and it applies without any errors, but the style changes are not reflected in the menu. I believe the changes in the main CSS file are missing, as the modification is currently only applied in the _header.scss file.
