More permissive editing of scheduled tasks

For a user that had permission to create, edit, and delete webforms, but does not have the "administer webform" permission, we noticed they lost access to the scheduled tasks tab. I think we should ensure that if they can edit the webform, they can still have access to the scheduled tasks tab.

    Hm, I'm getting this error with the patch applied:
    Call to a member function id() on string in Drupal\webform_scheduled_tasks\WebformScheduledTaskListBuilder->getEntityIds() (line 93 of modules/contrib/webform_scheduled_tasks/src/WebformScheduledTaskListBuilder.php

    I was able to confirm this works for me and fixes the issue we were having.
