Stripe is a web service and should be in system.admin_config_services

Hello,

I noticed that the Stripe config form has a menu link. It uses 'system.admin_config' as parent and is directly in the submenu of Configuration, but doesn't appear on the configuration page because it is directly a child of 'system.admin_config'.

For me, Stripe is a web service and that link should be a child of 'system.admin_config_services'. I always go on the configuration page and look in the Web services section and then I remember that Stripe is directly in the menu. I think this is confusing.
