Cannot restrict admin access by role

Because admin roles have all permissions, the current way to restrict access based on role does not apply to them.

Steps to reproduce

1. Set up a role where is_admin is true
2. Enable Restrict IP module and "Allow restrict IP to be bypassed by role"
3. View the permissions for that role - you cannot disable that permission for the role
