The installer was refreshed quite recently: #3085219: Installer is not very usable in Claro → . Maybe this is something we could move to the ideas queue if we want to do some further exploration?
The installation screen seems cluttered to me because it is displaying the name of every step.
The mobile view of installation screen cut all that out and simply displays the progress in step number (2/6)
The giant blue background can become more pleasant by adding some images of nature.
Use the "mobile version" of installation screens even on large screens, because it's nice and simple.
Until the 6+ years old issues will get figured out,
I added the current official Druplicon that is available here - https://www.drupal.org/about/media-kit/logos → .
To avoid making the install package bigger, I used Unspalsh's responsive-images of nature, ie:

I tinted the images with gradient Drupal blue shades of color.
(When the installation happens with no connection to internet, these gradients will be displayed instead of a background image)
