I tested on Drupal 10.1.x and was able to reproduce this.
If a content type has a reference field for a Block configuration and the 'page title' block is selected then the title is not displayed. The page title block is rendered, however the content of the block is empty -
1. Add a reference field of type block to any Content type (e.g Basic page)
- Select Other... under Reference - https://www.screencast.com/t/WA5wPSDU424q

2. Configure the field to be displayed as rendered entity
- Go to the Manage display page
- For the block reference field set Format: Rendered entity (View mode default) - https://www.screencast.com/t/ilK8DiqwJ

4. Navigate to the newly created page
