quick-start doesn't even minimally scale

Problem/Motivation

When the quick-start command was introduced (see New command line tool to install & run Drupal was introduced β†’ ) it seems it wasn't actually used for testing minimal operations, otherwise we'd have noticed it fails very often and quickly when testing regular Drupal workflows. In my experience, it fails randomly after clicking on too many links in a short period of time, enabling too many modules, using devel_generate to generate a bunch of content, or anything like this.

./sites/default/files/.sqlite starts at ~5.4MB and doesn't grow out of control (only a few MBs). When the failure happens, the browser page will load over and over again without actually doing anything. You need to stop the server and start it again to resume operations.

Proposed resolution

Explore if there are options for SQLite to scale a bit more and make the experience usable, which isn't the case today.
