Allow decoration of KeyGeneratorService

Currently the KeyGeneratorService (simple_oauth.key.generator) is used directly by the key generator form and also the drush simple-oauth:generate-keys command, this means It can't be decorated.

If it can be decorated then sites can do additional things before/after key generation or use alternative key generator systems etc.
