Updated patch to work with the latest 8.x-1.x version
1. We should put the whole folder unachieved from https://github.com/fooplugins/FooTable/archive/3.1.6.zip inside /libraries, not just compiled sub folder.
1. Add composer.libraries.json to allow user to install the library automatically
