I'm having the same issue, it always displays as published in a view.

Using the module "Views Content Moderation Current State" worked for me.
I am using a View for users to keep track of the moderation state of nodes. They can be:
Draft
Needs Review
Needs Work
Published
and if an already Published node is moved from Published to another state, I want that to be reflected in the View (otherwise, how will users know that node needs moderation?).
The "Content: Moderation state" field works perfectly from Draft -> Published. But if the node goes to Published -> Needs Work, then the field shows "Published" still.

And here's an image of the node. You can see the state is actually Needs Work:
* I also tried adding relationships and using the fields as labeled in the table...you can see they also are not showing the appropriate value of Needs Work
