Bring ckeditor addon "emoji" into core editor

Is there a specific reason that this should be in core? The module reports ~250 sites. I can say in all my years I have never had a need for this, so it seems like a great contrib feature.

Don't see the logic behind adding this to core, the module works well and can be added to sites that want this functionality.
