Since smart devices ruling the web, emojis are an essential part of modern communication. And because in the meanwhile Drupal understands emojis too, this would be a great improvement of UI and UX in Drupal.
The emoji addon is an official addon by the developers of ckeditor. It offers a better UI for emoji support for ckeditor and - if implemented - for Drupal.
Google offers also a free webfont licensed under SIL Open Font License called "Noto Color Emoji"

Is there a specific reason that this should be in core? The module reports ~250 sites. I can say in all my years I have never had a need for this, so it seems like a great contrib feature.
