After installing the poll module, admin user directly heading to create poll and poll page has an option "Allow anonymous votes". if this option checked and anonymous users does not have permission "view poll", then poll is not going to appear for anonymous users.
Adding description to field makes more sense.

The patch will have to be re-rolled with new suggestions/changes described in the comments in the issue.
The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.

Current behaviour when installing the module is that you see a message that you need to configure the permissions (Default Drupal thing).
