Patch #27 by @alexpott is RTBC, we have been happily using this patch for several years now and passing W3C validation.
There was some discussion whether this is a core or a contrib issue. The very small patch for bootstrap resolves the issue amicably and it has not been causing regressions.
RTBC, let's get this in please!
