User with administer users permission can edit and view user/1

I have used this module with Drupal 7, but find that the D8 version is not working for me

When logged in as another user with administer users permission it is possible to edit and view the user/1 profile

I have rebuilt the site permissions but this did not help. Can anyone suggest what I am doing wrong?

I am using Drupal 8.7.3

The module only has dev version and doesn't have all the features yet.

Created and merged a new MR to restrict the access to view/edit/delete the user 1.
