Allow global replacement tokens in fallback field for query parameter default argument in views contextual filters.

When setting a default argument on a Views contextual filter you can supply a 'fallback' value in case the argument is not supplied. It can only be a text value though. It is sometimes helpful for the default value to something more dynamic like the current date. Many safe dynamic values are supplied in the Global Replacement Tokens. Allowing the fallback to accept these tokens answers this request.
