"Unflag not allowed text" not showing up

Version: 8.x-4.0-alpha3

  1. Create Flag Type for all Content Types
  2. Set a text in field "Unflag not allowed text"
  3. Set user permission for creating this flag but NOT for unflag.
  4. Go to a node with this user and flag the content.
  5. No text (from field "Unflag not allowed text") appears, instead the flag is completely gone.
