This looks like an interesting module, but I don't see any case to be made for adding this to core. It works well as contrib, with a few thousand sites using it. Given no further comments, I'm going to close this out.
The Modules Weight → module provides an interface to reorder the modules weight. This can help to some user to alter the weight of the module in an easy way in the case is needed.
Allow modifying the modules execution order in an easy way as part of the system configuration tools.
The 2 forms available in the module will be added to Drupal core.
