Display issue for administrators when there is no format selection

Problem/Motivation

When there is no format selection for an admin user the display of the field is wonky. See screenshot.

Proposed resolution

The issue is the faulty logic on line 232 where previous checks include the !$user_is_admin check, but this code block does not. Since the format is then unset, the "About text formats" link doesn't get its wrapper div causing the display issues.
