Media library is not working with custom stream wrappers it fails with message"

Problem/Motivation

Exception: Unable to move file to 'custom://2019-05' in Drupal\media_library\Form\MediaLibraryUploadForm->createMediaEntity() (line 424 of /var/www/html/core/modules/media_library/src/Form/MediaLibraryUploadForm.php).

file_move() ; function fails.

This issue happening when try upload the file using media library widget.
