Allow creating an order from the admin UI for a guest without an email

Motivation

A Customer calls and wants to order over the phone and doesn't have an email. The Admin must have an option to create an order for him not linked to a Drupal User neither does he have a mail.

Feature Request

On the Admin Order create page "entity.commerce_order.add_page" an additional option "Guest" to the tow existing ones "Existing customer" and "New customer".For the Guest the Mail field would be optional.
