Add theme selection to installer

Splitting out from #293540: New theme to include for core → . It would be good to have theme selection as one of the install steps, at least in the 'default' install profile - then other profiles could decide to do this or not.

    There hasn't been interest in this in 13 year. That last comment from @yoroy suggested a different approach and that this is a won't fix.

    I am closing this as won't fix based on the above.
