Layout builder "Revert to default" updates the current revision

Problem/Motivation

Reverting to the default layout a content item with a customized layout updates the current revision.

Tested on a 8.7.x-dev (90a748ff63) install via Standard profile.

Steps to reproduce

• Enable Layout builder
• On admin/structure/types/manage/page/display/full enable Full content
• On admin/structure/types/manage/page/display/full check Use Layout Builder and Allow each content item to have its layout customized
• Ensure "Create new revision" is set on admin/structure/types/manage/page
• Create a basic page node
• Go to the new node's layout tab and add a custom basic block to the existing section
• Save the layout
• Observe that a new revision has been created
• Go to the node's layout tab again and use Revert to defaults, confirm with Revert

Expected result: A new revision with the default layout
Actual result: The existing revision has been updated
