Add canonical links to current version

If you use Google to search for information on a Drupal class, method, or function, it seems to always bring you to the 8.2 version of the information, which grows increasingly out of date as time passes.

For example, on a search for "drupal EntityReferenceFieldItemList" the top result points to https://api.drupal.org/api/drupal/core%21lib%21Drupal%21Core%21Field%21E...

I believe this could be resolved if all of these version-specific variants (e.g. any time a version number is specified at the end) could have a canonical tag added to the current release version, for example https://api.drupal.org/api/drupal/core%21lib%21Drupal%21Core%21Field%21E...
