The version used as an example does seem to be available -- maybe just a momentary lapse of reason?
When selecting to install Drupal core, there are options in the dropdown of versions that cannot be installed.
ie. 8.7.0-RC1, this version is not available in https://packagist.org/packages/drupal/drupal
