Private files get access forbidden on unpublished nodes

This is great functionality, wondering if it's been implemented yet anywhere aside from this patch.

This appears to have been easier to implement with Drupal 7. The api that was used in the above patch was removed from Drupal 8 in 2015.

I've got a client that is using Drupal 10 and requests this functionality.
