When editing a referenced entity, entity browser does not load the latest revision. So when there is a workflow and a contributor makes a new draft of a referenced entity (through the entity browser, yes, I think this is not the intended way to use content moderation and entity browser), if the user reedit the referenced entity with the entity browser, he/she does still see the published revision.
But the new revision is made.
I will make a patch.
Also this issue made me discover a bug in the param converter for the edit form. I will open a dedicated issue.
