Steps to reproduce were asked for 10 months ago and none have been provided. Since there isn't enough information to investigate this further, I am closing this issue.
This is an issue with Drupal 8 core functionality. When we aggregate CSS and JS, UTF-8 tag is getting removed.
When I have visited the "view source" of the page, I could not see UTF-8 tag in script. Please help me to solve this issue.
Though I enable aggregation I need UTF-8 tag to be in scripts when we check in view source.
