Get to know when a Poll Vote is saved. Do this so other pieces can react off of this such as triggering an email to the voter. From what I can tell, the Poll Vote is not an entity, therefore, the CRUD hooks cannot be leveraged here.
Dispatch an event in the save vote method.

The patch will have to be re-rolled with new suggestions/changes described in the comments in the issue.
The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.
