Include foundation_sites module as depdencency for central libraries

Context

Views Accordion Foundation requires Foundation Core + Accordion Libraries to work properly. Currently we assume that the project uses ZURB Foundation (for example through theme https://www.drupal.org/project/zurb_foundation/ → ) to match these dependencies.

Problem

We shouldn't require the user to provide the libraries, but on the other hand we have to ensure that the libraries are not loaded multiple times for example by this module and a theme.

Proposed solution(s):

Create a zurb_foundation_lib module which provides all libraries to be used in theme and module(s)
Always include libraries in this module or via CDN
+ Add an option to disable the included / CDN libraries
Other?

Please help us to find a perfect solution!
