Unable to combine with anchor links

When using anchor links which are visible in the url you will lose the anchor link when updating a filter.

For example:

1. A page with a view and a selected value in the filter.
2. example-page?field_example_value[]=1
3. You click on a anchor link which adds the anchor link to the current url.
4. example-page?field_example_value[]=1#anchor-link
5. Update the filter to another value and you will lose the anchor link
6. example-page?field_example_value[]=2
