More restrictive view permissions

Permissions:
view own moderation notes
view any moderation notes
view own resolved moderation notes
view any resolved moderation notes

In this context, own means either the assignee or the creator. If they can view the parent note, the user can view all replies.

This change will have to wait till after the 8.x-1.0 release. This issue requires hook_update_N().

    Hi andy_w,

    I have recently become a co-maintainer of the moderation note project.

    Instead of adding 'access any moderation notes', which introduces a backwards compatibility problem, could we add 'access own moderation notes'?
