This issue has appeared again in version 8.x-1.0.
Per @slewazimuth #2 suggestion I tried to uninstall and reinstall with no luck.

There is no documentation explaining what makes this error occur but after installing Content Planner module attempting to call up dashboard results in this error.

It's likely this issue predates Contrib.social: some issue and comment data are missing.
