The hook_help text, displayed on the Help page for the Field Layout module, only has a very brief about section.

Document all functionality. The online documentation at https://www.drupal.org/documentation/modules/field_layout → can be used as a starting point for this.
Since this is a new functionality, this text will need to be reviewed by one of the maintainers to see whether the functionality was understood correctly, and to see that nothing is missing.

It's likely this issue predates Contrib.social: some issue and comment data are missing.
There is a plan to remove this module in 📌 [META] Enable layout builder for form displays, and deprecate field_layout Postponed . While there is still work to do there it would be best to put our effort there instead of updating the help text.
